Because the brake that is about to fail, the tire that is about to blow, the hydraulic hose that is about to burst, the fork that is about to crack, the backup alarm that went silent last week, none of those announce themselves. They wait. And the moment they pick is almost never convenient.

The pre-operation inspection is the few minutes that find those problems while the machine is still parked and harmless, instead of when it is loaded, moving, and surrounded by people. It is a slow, deliberate walk around the equipment and a short function check, done before every shift, every time, by the person about to operate it. It is not paperwork and it is not a formality. Standards and References

  • 29 CFR 1910.178 Powered Industrial Trucks. Paragraph (q)(7) requires trucks to be examined before being placed in service and at least daily; paragraph (p)(1) requires an unsafe truck to be taken out of service until it is restored to safe operating condition.
  • 29 CFR 1926.601 Motor Vehicles. Paragraph (b)(14) requires vehicles in use to be checked at the beginning of each shift, covering service brakes, parking system, emergency stopping system, tires, horn, steering, coupling devices, seat belts, operating controls and safety devices.
  • 29 CFR 1926.602 Material Handling Equipment. Sets equipment-safety requirements for earthmoving and material handling equipment. It carries no pre-use inspection clause of its own; that duty flows from 1926.601(b)(14), the manufacturer instructions and the General Duty Clause.
  • OSHA interpretation, 9 May 2000. The pre-operation examination is required, but OSHA does not require it to be recorded in writing on a checklist. Most employers require the checklist anyway.
